EVANCE OCHUKO IVWURIE  is  a Nigerian businessman, lawmaker, political scientists and a politician, he is a member of Nigeria house of assembly representing Ethiope East State constituency in delta state.

Hon. (Chief) Evance Ochuko Ivwurie was born in Lagos on the 21st of January 1967 into the families of the Deacon Samuel Ogugu Ivwurie and the late Mrs. Elizabeth Amruvuraire Ivwurie (Nee: Atigogo). His father, Deacon Ivwurie is the second son of Chief Metebrafor Ivwurie a prominent business tycoon and politician in the locality and he served the Abraka community throughout his life time. Hon Evance Ivwurie father, Deacon Samuel Ivwurie hails from Erho - Abraka and Ikraghwa - Eku, both in Ethiope East Local Government Area whilst his mother Elizabeth Ivwurie hails from Urhuovie and Ekrejeta, Abraka in Ethiope East LGA of Delta State. 
Hon. Ivwurie therefore carries Abraka and Agbon blood and was reared in Ikragwha neighborhood of Eku. He is thus well placed to serve the interests of Abraka and Agbon Kingdoms. Little wonder why he has been more involved unequivocally in fighting against injustice and under-development of our people –he almost singlehandedly saved his people from Fulani Herdsmen potential annihilation. He has focused on solving the problems facing Ethiope East. He has continued to fight against Presco Plc injustice and efforts to grab and steal 14,436.823 hectares of land belonging to Okpara Water Side, Igun, Eku, Umiaghwa - Abraka and Oruarivie Abraka communities of Ethiope East Local Government Area of Delta State, for him injustice anywhere is a threat to justice everywhere. 
He has been resolutely committed to the development of Ethiope East, saving and keeping our land intact from Presco. He has continued to champion the fight against Fulani herdsmen’s attacks on Ethiope East, kidnappers and armed robbers and the restoration of the traditional values of Ethiope East.

Hon. Evance Ivwurie began his educational career at the Baptist Primary School, Eku (Now Aganbi Primary School) Eku. He was a pupil from 1974 to 1979. He started his secondary school education in September 1980 at Baptist High School, Eku. But by end of October 1980, Hon. Ivwurie admission went through and he immediately moved to the renowned Government College, Ughelli (GCU) where he was properly groomed and prepared for the journey of life. Hon Ivwurie left GCU in 1985 when he finished his West African School Certificate.

As the military elites refused to abdicate civil governance but rather preferred to subject Nigerians to the worst form of despotism, tyranny, dictatorship, totalitarianism and authoritarianism through military rule, Hon Ivwurie became desirous of broadening his horizons with the knowledge that deals with the state and systems of government as well as the scientific analysis of political activity and behaviour and this culminated into his enrollment for a degrees in Political Science at the then Bendel State University, (now Ambrose Alli University) Ekpoma, Edo State in the autumn of 1987 where he bagged his Bachelors of Science (Hons) in Political Science. Prior to his enrollment at the then Bendel State University, Ekpoma, Honourable Ivwurie worked at Abraka Secondary Commercial School, then at Erho - Abraka Delta State from 1986 – 1987 as Part – Time Teacher in Government, Economics and English Language.

Hon. Ivwurie proceeded to Kaduna in Kaduna State for the compulsory one year National Youth Service Corps (NYSC). He served meritoriously in the General Administration Department of Kaduna Refining and Petrochemical Company Ltd (KRPC) Sabon Tasha, Kaduna, a subsidiary of the Nigeria National Petroleum Corporation (NNPC) from 1991 to 1992 where he was in charge of general administration matters; reporting irregularities, mail sorting, NNPC Internal Telephone Directory Development, clocking, etc.

With his wealth of experience from NNPC – KRPC, Hon. Ivwurie joined the team of Sambrafor Oil and Gas Ltd an independent oil services and local content development company based in Lagos, Nigeria. He served as Marketing Manager, prior to being General Manager from 1993– 1996 and he was Incharge of new business development and marketing of products.
In November of 1996, Hon. Ivwurie joined the services of Elizabethans Merchandise Ltd a forward-thinking and fast growing lubricant, filters and retail fuel merchandising business in the downstream sector also based in Lagos, Nigeria where he served as Managing Director. He designed and managed the implementation of the Company’s oilfield logistics and procurement for effective utilization until the eve of the millennium- 2000.
In January 2000, Hon. Ivwurie incorporated Global Marine and Energy Nig. Ltd with the Corporate Affairs Commission, Abuja, Nigeria and started business as a world class fully integrated marine logistic solution provider with full compliments of commercial dredging operations and land reclamation in Port Harcourt, Rivers State and Lagos, Nigeria. He became the pioneer Managing Director/ CEO from December of 2000 until 2004. As CEO of Global Marine and Energy Nig. Ltd, he managed, directed and supervised the deployment of the company resources towards the achievement of the set objectives of Global Marine and Energy Nig. Ltd in line with the vision of the company to the satisfaction and admiration of their numerous clientele.
In 2001, Honourable Ivwurie enrolled at the University Of Lagos, Akoka – Nigeria postgraduate School for a Master of Science in General Management and bagged his first MSc in General Management in 2002 with his research project titled: The Role of Mergers, Acquisitions and Divestitures in Corporate Restructuring Among Nigerian Industries.
In 2004, Honourable Ivwurie was admitted into the Harvard University, Kennedy School of Government, Cambridge, Massachusetts, USA Executive Education Program and earned Certificate in Senior Managers in Government. His Course Work includes: Multi-dimensional issues faced by senior managers: Political strategy; mobilizing the support of key parties in an environment of shared responsibility to build support for policy. Negotiation: Creating win-win outcomes, resolving differences, and breaking stalements and Leadership: evaluating and improving leadership styles, including leadership in crisis situations.
In August of 2004, Hon. Ivwurie was appointed by former President of Nigeria, Chief Olusegun Obasanjo as Delta State Coordinator of the National Poverty Eradication Program, (NAPEP) under the Presidency where he promoted the reduction of poverty through coordination & monitoring of poverty eradication activities across Delta State. He worked regularly with the relevant oversight Committees of the Delta State and National Assemblies until August of 2006 when he was appointed Special Adviser to the Delta State Government on Inter-State Relations by the former Governor of Delta State His Excellency Chief James Onanefe Ibori. As Special Adviser, he managed and fostered harmonious relationship between the Delta State Government and the Federal Government, National Assembly, the Judiciary, Sister States, Corporate Bodies and the Diplomatic Corps. He resolved matters relating to political engagements and the welfare of displaced people until Feb 2007.
In recognition of his superlative performance as Special Adviser on Inter State relations, former Governor James Ibori elevated him to the position of Honourable Commissioner for Special Duties, (Governor’s Office) in Charge of Projects Monitoring and Member of Delta State Government Executive Council in February of 2007. As Honourable Commissioner, he managed all Millennium Development Goals (MDG’s), Federal Government Debt Relief Gains projects, and Delta State Government projects and programs across the State. He Acted as Chairman of the State Tender Board that managed the State contracts award and review worth over Six Billion Naira at the time. He also managed many specific project monitoring activities in the Governnor’s Office and provided better service delivery and productive outcomes until May 2007 when his tenured elapsed.
He was immediately appointed Special Adviser to the Delta State Government on Local Government and Chieftaincy Affairs by the new Government of former Governor of Delta State His Excellency Dr. Emmanuel Ewetan Uduaghan in 2007, an office he consummated with finesse and efficiency.
In 2007, Honourable Ivwurie returned to Cambridge but this time to pursue a mid-career Master Degree at the Harvard University, Kennedy School of Government, USA for a Master in Public Administration and Edward S. Mason Fellow in Public Policy and Management. He was graduated during the 357th Harvard Commencement of June 5, 2008. His Course Work includes: Challenges of Democratization, Ethics in Public Life, Exercising Leadership: Mobilizing Group Resources, Strategic Management for Public Purposes, Public Narrative: Identity, Agency, and Action, Political Communication, Intensive Writing for Politics and Policy, Leadership on the Line, Leadership and Governance: The Politics of Contemporary Africa and Arts of Communication.
Honourable Ivwurie is currently a PhD candidate in Public Administration at the University of Benin, Edo State, Nigeria.

In April of 2015, Honourable Evance Ivwurie was elected to the Delta State House Of Assembly and was inaugurated on 8 June 2015 as the Honourable Member Representing Ethiope East State Constituency in the Delta State House of Assembly, Asaba – Nigeria. He became the Chairman, House Committee On Agriculture and Natural Resources; Vice Chairman, House Committee on Education; Vice Chairman, House Committee on Power and Energy; Member, House Committee on: Water Resources; Youth and Sports; Science and Technology; Finance and Appropriation; Rules, Business, Legal and Judicial Matters.

As Chairman, House Committee On Agriculture and Natural Resources Hon. Ivwurie leadership championed the amendment Bill in Agricultural Development, the Nomadic Cattle Rearing Control Bill, participated actively in the South South/ South East Joint Parliamentary Session in Owerri Imo State on the Anti - Grazing Reserve. He personally provided the courageous leadership that regularly intervened in the Presco Plc aggression, invasion and illegal annexation of Ovre’ re’ Okpara – Water Side, Igun, Eku and Abraka. He also fearlessly confronted the heartless and evil Fulani herdsmen who were killing his constituents on a monthly basis and put an end to that ugly chapter.
Also at the height of the insecurities that was witnessed in the Abraka and Ovre’ re’ Okpara, Igun,Eku and Abraka environs, as a result of Fulani Herdsmen attack and Presco Plc invasion, Honourable Ivwurie led the campaign to push back the Fulani Herdsmen, Presco Plc and to restore law, order and security of lives and property in the area by various concerted efforts galvanized by him which includes:

a. He raised awareness and led security operatives and vigilante groups to chase out Fulani Herdsmen from their hideouts in Ovre Abraka/Eku/Igun/Okpara Water Side.

b. He wrote separate letters to the President and Vice President of the Federal Republic of Nigeria and the Inspector General of Police demanding for Justice for the families of members of his constituency who were unlawfully killed by Fulani Herdsmen and also requested for the setting up of a Commission of Enquiry into the matter.

c. He Issued several press releases to draw attention to the various acts of homicides committed by Fulani Herdsmen against his people.

d. He drew the attention of the State Government and the law enforcement agencies to every incident of Fulani Herdsmen attack within his constituency.

e. He successfully moved the House to visit Ovre’ re’ Okpara, Igun, Eku and Abraka to see for themselves the atrocities of Presco Plc against his constituency.

f. The then Vice President/Acting President, Prof. Yemi Osibanjo SAN equally replied him and took immediate action on the matter.

In 2017, Hon. Ivwurie was appointed Chairman, House Committee On Works and from that moment he became a thorn in the flesh of every recalcitrant Contractors who had been paid to execute road contracts or any infrastructure projects in Delta State. He placed several of such contractors on investigation and turned out his reports fearlessly resulting in harvests of road projects across Delta State. 

The member of the People’s Democratic Party PDP Board of Trustee from Delta Central and former Commissioner for Information in the Delta State Government, Chief Judith Enamuotor, sum total of the appreciation of Honourable Ivwurie’s exemplary leadership as Chairman of the Works Committee and member representing Ethiope East State Constituency in the Delta State House of Assembly is “the fear of Hon. Ivwurie became the beginning of wisdom for all bad contractors in the State. He is a man of great integrity, honour and respect. By his effort and the support of His Excellency, Senator Dr. Arthur Ifeanyi Okowa the Governor of Delta State, the comatose and endless construction of Asaba Airport Project and Okpanam Road dualization are now 90% completed and opened for national flights and for the general public. God bless HE Governor Okowa, God bless Hon. Ivwurie for refusing bribe of Two Hundred Million Naira (N200Million) from the former Contractor. Hon Ivwurie has continued to keep faith with his duties of Law making, Representation and Oversight functions of the Executive Arm of government, insisting on probity, accountability, efficiency, quality and standard in the delivery, implementation, monitoring and evaluation of all the Budgets.
As a first time lawmaker, Honourable Ivwurie has sponsored about two dozens of bills in the Delta State House of Assembly. It is on record that many of the bills sponsored and co-sponsored by him have been signed into law by the Governor of Delta State. Some of the bill personally sponsored by him include the following:

A Bill for a Law to provide for the Regulation of Smoking in Public places, A Bill for a Law to provide for Private Participation in Forestry Development and for the Establishment of a Forestry Trust Fund in Delta State,

A Bill for a Law to Establish Special Offences Court which shall try Environmental Offences and such Other Offences Committed under Certain Enactments in the State,

A Bill for a Law to Establish a Building and Civil Engineering (Construction) Material Quality Control Laboratory in Delta State,

 A Bill for a Law to Provide for the safety of workers in Construction and Allied Industries in Delta State,

 A Bill for a Law to Provide for the Prohibition of illegal and Unauthorized Collection of Levy and Extortion in Delta State,

A Bill for a Law for the Establishment of Centre for Rural and Social Development Studies Otorho, Abraka,

A Bill for a Law to Provide for the Delta State Social Protection for Persons with Disabilities in Delta State, A Bill for a Law to repeal the Coroner Law C43, Law of Delta State 2006, Establish the Delta State Coroners’ System and Regulate the process of death investigation,

 A Bill for a Law to Repeal the Criminal Code Law CAP 44 Laws of Delta State of Nigeria 2006, to Provide for Rules on Criminal Conduct and Regulate Public Order, etc.
Honourable Ivwurie has also co-sponsored several bills and he has sponsored the following motions of urgent importance on the floor of the House:

 1. The Abandoned Sapele- Eku - Agbor-Ewu Road and Abraka Ugo/Evboeisi Benin Road Projects.

2. Establishment of a befitting Cemetery in Asaba.

3. Unlawful And Illegal Invasion, Massacre and Occupation of Ovre re’ –Water – Side, Igun, Eku and Abraka Communities in Ethiope East Local Government Area of Delta State.

4. Motion of Urgent Importance Calling on the Governor of Delta State to appeal to the President to constitute an Investigative Panel or Commission of Inquiry to investigate the causes of the killings, rapes, attacks by suspected fulani herdsmen, and unravel the facts, perpetrators, extent of involvements and people behind them and proffer solution that would forestall a recurrence of such killings and mayhem in Ethiope East and Other Parts Of Delta State.

He paid a thank you visits to each of Ethiope East 11 electoral wards in 2016. He visits the constituency very regularly, he has helped to restore reliable electricity power supply to many communities that were in outright and perennial blackout or epileptic electricity power supply across Ethiope East LGA for several years especially in Abraka and the adjoining communities of Eku, Igun, Okpara Water-Side that has now been connected directly to the Sapele Sub-Station.

Hon Ivwurie has regularly offered his heartfelt appreciation and gratitude to His Excellency, the Governor of Delta State Senator Dr. Arthur Ifeanyichukwu Okowa. Through the magnanimity of the Governor, Hon. Ivwurie by way of constant lobbying, dialogue, engagement with the Governor, has secured funding in the State approved budgets and appropriation for several fundamental projects and programmes across Ethiope East despite the harsh economic recession and paucity of funds across the country.

One of the first assignment he took on after his inauguration was the rehabilitation of Ekrejeta/Eku – Abraka – Agbor old road and he has championed the construction of network of roads including Ekrerhavwe – Orhoakpor – Isiokolo road/ Isiokolo – Ekrebo – Orhoakpo road, Construction of Winners road, Okpara – Samagi Road, NUT Road, Jehovah, Lucas and Ivie Streets in Abraka, etc. he has also championed the protection of Ethiope East interest in the yearly budgets and appropriations. He has regularly provided letters of recommendation for any Ethiope East child on request. On the area of security of lives and properties again, Honourable Ivwurie has personally led and championed the crack down on kidnappers and sundry criminals by smoking kidnappers who dare to kidnap any Ethiope East child.

Prior to this time, kidnappers, armed robbers and other criminal elements had taken over the entire stretch of Ethiope East, made the constituency a safe haven for their criminality thereby instilling fears in the heart of our people and giving the constituency unworthy reputation. The infamous case of Kelvin Oniarah gave the army jack-boot an excuse to lay siege on several peaceful communities in Ethiope East Local Government and this was highly inimical to our people. Upon his assumption of office, Hon. Ivwurie vowed to make our constituency uncomfortable for kidnapers and other criminal elements to operate in. In this wise, he set up the Rid Ethiope East of Kidnappers (REEK) squad.
In one instance when these kidnapers tested our resolve by kidnapping the then President of the Youth Wing of the Urhobo Progressive Union (UPU) Comrade Igho Ovie, Hon. Ivwurie mobilized the REEK squad which was able to gather and provide the much needed intelligence to the security agencies which led to the rescue of Comrade Igho Ovie alive and arrests of many kidnappers in the constituency in May 2016. He repeated that feat in 2018 when he smoked out and arrested those who kidnapped and killed Hon. Onose Onakpoma and recovered his remains from the thick forest of Okurekpo. Indeed kidnappers and criminals generally now know that Ethiope East is not a conducive environment for their nefarious acts. He has put all it takes together to go after all criminal elements and to smoke them out of their dens, hide outs and caves.
Honourable Ivwurie has also attracted to Eku a brand new one storey building with 15 classrooms, 3 laboratories, 2 ICT rooms, principal office, Vice-Principal office, staff room, a modern library, 2 clinic rooms (sick bay), 12 conveniences/ lavatories, 50KVA generator set and a water-borehole to Eku Girls Secondary School, Eku, Ethiope East LGA through the help of an illustrious son of Eku working with Exxon Mobil. He engaged the multinational company, process all documentations and approval from the State Government and ensure the involvement of the State Government so that the project can run smoothly enjoying peace and tranquility. He also hastened the formal handing over of Eku Girls’ Secondary School by the Delta State Government in February 2017 to Senco Consult Limited (the building contractor) for construction of a 21st century Eku Girls Secondary School.
Honourable Ivwurie has also rehabilitated several schools across the entire length and breath of Ethiope East under his constituency project and through engagement with the State Governor and the Ministry of Education by funding them adequately in the budgets.
Hon. Ivwurie has also made regular provisions/ funding for the remodeling and rehabilitation of Eku Baptist Hopsital, Eku and personally recommended the establishment of a Sickle Cell Centre, at Eku Baptist Hopsital, Eku in 2016.
Honourable Ivwurie also received several complaints from many oppressed people in Ethiope East and quickly wrote petitions on behalf of the many oppressed people from Ethiope East bothering on outright injustice against them, lack of fairness, wrongful dismissals, stagnation, downgrading, seizure/ stoppage of salary etc. While all the cases have received the attention of Hon Ivwurie and are being reviewed expeditiously, Hon Ivwurie has continued to follow up with their evaluation, resolution and action purely on merit.
While he remain a natural philanthropist and giver, Hon. Ivwurie has recommended, attracted and will continue to attract several Ethiope East citizens to the 2016 and 2017 Skill Training and Entrepreneurship Programme, (STEP), Youth Agricultural Entrepreneurs Programme, (YAGEP), and Graduate Employment Enhancement Programme, (GEEP) for the training of youths in their areas of interests. Hon. Ivwurie believe that entrepreneurship and skill acquisition is the way out of the unemployment challenges facing our nation because getting a job in government and multinational companies have become a mirage, so the way out is for people to acquire skills, empowered to be self-sufficient and become employers of labour.

Honourable Ivwurie can hardly be faulted in the discharge of his statutory duties and responsibilities to his constituency. He has rightly acknowledge that the modest achievements have been accomplished by the grace of Almighty God and as a result of the collective efforts, cooperation and unity of the people of Ethiope East. He wishes to register his sincerest gratitude to God Almighty, His Excellency, Senator, Dr. Arthur Ifeanyi Okowa, Governor of Delta State, His Royal fathers; Ogurimerime- Ukori 1- Ovie of Agbon Kingdom, Uku Odje vwo ro- Ovie of Oruarivie – Abraka kingdom and Avwaeke 1- Ovie of Umiaghwa – Abraka Kingdom whose prayers, unflinching supports and words of admonition has thus far led him through the past three years. He frequently attributed and thank our religious leaders, the security agencies, the farmers, the market women and men, the okada riders, the students, civil servants, fishermen, artisans and children of Ethiope East as the builders and the bridges to all he has achieved in his Constituency and craves for their continued support and understanding in the collective task to enhance the lives of the good people of Ethiope East. He consistently says “I am one of you, and I share your concerns, I have no doubt in my mind that we are a great people, and we will keep doing great things. Better is not good enough, the best is yet to come”.
In recognition of his selfless services and contribution to the social-political development of Eku, he was crowned with the Chieftaincy title of Ohovwore of Eku and the Eni’ o’fua’ fo of Agbon Kingdom by his Royal Majesty, Ogurimerimen, Okpara the 1st, the late Ovie of Agbon Kingdon in 2005 and just before Honourable Ivwurie could celebrate it, the Ovie passed on. But like the proverbial golden fish which has no hiding place, His Royal Majesty Ogurimerimen Ukori 1st, the currently Ovie of Agbon kingdom in recognition of Honourable Ivwurie as an illustrious son of Agbon Kingdom who has provided sterling and courageous leadership and commitment to the overall social-political and economic development of Agbon Kingdom, formerly affirmed, bestowed and honoured Ivwurie with the Chieftaincy title of Eni’ o’fua fo of Agbon Kingdom in 2017 in a well celebrated event at His Royal Majesty Palace at Otorho, Agbon.
Hon. Ivwurie has continued to emphasis that His Excellency, Senator Dr. Arthur Ifeanyichukwu Okowa, is our sole candidate for re-election as Governor of Delta State and that Ethiope East will electrify, lead and champion this demand, campaign and election as a strong voice and solid support base for Gov. Okowa’s re-election.

Hon Ivwurie has been a compelling voice, strength of character, and sunny personality well-chosen, and his three years in the House has been intriguing and most eventful. He has promised us that as long as he remain in the House, he will unleash an uncensored attacks against every agent of darkness against Ethiope East and continue to work with Gov. Okowa to drive the dividend of democracy to Ethiope East and I know that’s just what we’re going to get, because there is no doubt that his powerful voice will continue to produce good consequences for our LGA and State. He will ensure that we stand together on the issues that threaten our land, communities, lives, properties, freedom, and our environment.
